The short answer
A staffing agency ATS should connect candidates, jobs, clients and separate application records. Define recruiter stages, permissions, migration and reporting before development. Test one candidate across multiple roles so feedback and status stay attached to the right application.
01
Start with the recruiting desk, not a feature list
An employer's internal hiring process and a staffing agency's desk are not identical. Agencies may serve several clients, handle multiple hiring managers and consider the same candidate for different roles. A custom ATS brief should reflect those relationships instead of copying a generic hiring checklist.
Walk through a job order from intake to placement with recruiters. Record what they see, what they decide, what they enter and who needs the next action. Separate essential work from optional automation. A clear manual workflow is a better foundation than automating an undefined process.
- Capture job requirements and hiring-manager context.
- Define screening, submission, interview, offer and placement stages.
- Specify who owns each handoff.
- Identify tasks recruiters need to see each day.
02
Keep the candidate separate from the application
The candidate profile describes the person. An application describes consideration for a particular job. If one candidate is submitted to two roles, interview notes and stage changes should stay with the relevant application rather than overwriting a single candidate status.
Define client, job, candidate and application records explicitly. Decide how duplicate profiles are reviewed and merged, and how historical relationships are retained. A dashboard cannot be trusted if the underlying records collapse different applications into one.
- Test the same candidate against two jobs.
- Check that each application keeps its own feedback.
- Review duplicate detection and merge controls.
- Verify that closed jobs do not erase candidate history.
03
Scope access and candidate-data handling
Decide which recruiters, managers and any client users can view or change particular records. External access needs especially careful boundaries. Agree what candidate information may be shared, with whom and at what point in the process.
Candidate data still carries privacy responsibilities in a system you own. Scope data access, retention, export and correction processes. Review the rules applying to your markets and sources. The ICO's recruitment guidance is a useful UK reference; requirements are not identical everywhere.
04
Agree connections and migration separately
A CRM connection may link client development to job orders. A sourcer may hand over an approved shortlist. An MPC workflow may connect candidate marketing to employer interest. Each connection needs a defined record handoff, available access and responsibility for failures.
Migration is not just uploading resumes. Review job history, submissions, notes, attachments and owners. Import a representative sample, validate relationships and plan the move with the recruiters who use the data. Do not assume every historical field is useful or compatible.
05
Turn the brief into acceptance scenarios
Before sign-off, ask a recruiter to create a job, add a candidate, submit them, record feedback, arrange a follow-up and complete a placement scenario. Ask a manager to review stalled applications. Test access with each agreed user type, not only the person building the system.
A typical Blue Craze Media custom ATS build is under $10,000; it is indicative pricing, not a fixed quote. Integrations, migration, features and support determine scope. CRM development and an AI sourcer are separate capabilities unless explicitly included.
- Agree representative recruiter test cases.
- Validate permissions and data exports.
- Document operating and support responsibilities.
- Include team training in the handover plan.
